A compliance system is only as strong as the tools that run it every day. Four purpose-built platforms now sit behind Seagull Maritime — learning, reporting, screening and sanctions — each connected to the wider management system and each open for Shell to inspect. Demo logins will be provided alongside this portal for reviewers to explore in full.

Four tools. One system.

Each of these platforms is already live and in daily use across Seagull Maritime. None of them are "prepared for Shell" — they were built for us, for the way we work, and Shell is welcome to look under the bonnet.

Tool 01 · Learning
The LMS
21 courses live AI quiz generation Multi-tenant
A full learning management system hosting every course a Seagull operator, shore-based staffer or manager needs. Each course is mapped to a role, a standard, and an ISO 45001 competence requirement. AI-generated quizzes, automatic certificates, an "at risk" tab for repeat quiz failures, and a gamified leaderboard to keep engagement honest.

Tool 02 · Reporting
HSE Reporting App
Incidents · Near misses · Hazards Mobile-first
The reporting backbone of our health, safety and environment system. Any Seagull operator — ashore or afloat — can raise an incident, a near-miss, a hazard observation or a suggestion in under two minutes from their phone. Every report flows straight to the GCD, is logged against the relevant RA, and feeds the monthly HSE review.

  • The live incident log — anonymised where needed, but every entry traceable to an RA, a control, and a corrective action
  • The documents library serving BRAGs and method statements to operators in the field
  • Change request workflow feeding the SM/INT/REG/009 Management of Change register

Risk Screening Tool
14-question gateway Pre-engagement
A pre-engagement screening gateway for every new client enquiry, new operation or scope variation. Fourteen questions across three dimensions — threat, legal, and operational — driving an automatic mapping to the relevant risk assessment, highlighting gaps, and producing a timestamped audit trail before a single contract is signed.

  • The live 14-question flow, with real answers producing a real risk profile
  • Direct mapping to the 9 H&S RAs and the security/business RA library
  • The gap detection that flagged the original "night operations" coverage gap and drove RA/010 into the system

Tool 04 · Sanctions
Sanctions Screener
30,000+ entries OFAC · UK FCDO · EU FSF
A lightweight, self-contained sanctions screening tool combining the OFAC SDN list, UK FCDO Consolidated List, and EU Financial Sanctions File into a single searchable interface. Refreshed on demand from official sources. Used before any new client, crew member or supplier is onboarded, and referenced directly from the Risk Screening Tool and the DD response procedure.

  • The live screener with the full 30,000+ combined list loaded
  • The refresh script pulling the latest data from OFAC, UK FCDO and EU FSF
  • Direct cross-references from Code of Conduct, DD Response Procedure and the Risk Screening Tool

Why this matters.

A management system that lives in Word documents and spreadsheets is a system that decays between audits. These four tools are how we make the system run — every day, on every watch, across every operation. Learning is measured. Reporting is frictionless. Screening is mandatory. Sanctions are current. None of it is Shell-specific. All of it is Shell-auditable.
